Ulta has 1,058 stores in 48 states and Washington, D.C., including ones in Maywood, Garfield, Clifton and Edgewater.
Attorney Tom Zimmerman said some products seemed to have been previously used, like eyeshadows missing a brush and cleansers that were already opened.
The complaint filed in Illinois cites claims by former Ulta employees that the retailer has a limit on how many returned items can be tossed.
